What website can ask for free consultation for the income tax refund? Philippine attorney?

Have a problem regarding my income tax deducted when i’m still working in the Philippines. My previous employer did not give any “T.I.N” since June 2007 until I resigned last April 2009. Most of the employees of that company had no TIN and its a big issue. I already follow-up my TIN in the HR department but still no response.

In general, it is your responsibility to get a TIN from the Bureau of Internal Revenue. However, many businesses accommodate it for the convenience of their employees.
Since you don’t have a TIN, it means that no withholding tax was remitted to the Bureau of Internal Revenue during the period of your employment. Hence, you cannot claim a refund from that government agency.
You may try to visit http://www.bir.gov.ph or try reaching their call center. You may access the number through that web.
